Shelley Welton is the Presidential Distinguished Professor of Law and Energy Policy at the University of Pennsylvania Carey School of Law and the Kleinman Center for Energy Policy. Her research focuses on climate change and energy governance.

It was a beautiful North Carolina spring day in 2000 at the governor’s mansion in Raleigh, and Governor Jim Hunt was sprinting down the giant ruby-red stairs.
